This isn't entirely what it's being made out to be. Canada just opened a brand new pipeline from Alberta to tidewater on the pacific coast. A year ago Western Canada Select wasn't largely available on international oil markets.

True but slashing US purchases by 90% seems notable and if the countries were on friendlier terms it seems at least plausible China wouldn’t slash buys that significantly

Things aren't entirely peachy though, China isn't buying our canola, having slapped sanctions on Canadian crops. Canadian farmers switched to wheat, which could mess up grain markets a bit (USA does a lot of corn for subsidized ethanol in gasoline).
