Speaking with somebody from a v large American academic org recently thinking about where a future conference will be they said Canada/Toronto is appealing cuz of tolerance etc. Many US states violate their human rights code, so no-go, like Texas.

First they screen for this sort of thing at the US border. Then, when foreign academics refuse to come to the States, conferences will be held in countries other than the US. Then they'll screen American academics returning home, asking why they attended a conference abroad, examining their phones.
