Who are "they?" - Joe Biden didn't delay it , the two astronauts were happy to remain . They weren't "stranded" nor were they in any danger.
Due to technical difficulties, the ISS needing to remain manned & rescheduling of return dates, they stayed longer than expected. It's what they trained for.

NASA... liberty was originally scheduled to launch in AUG, with 4 Astronauts; Because the Boeing capsule was taking up space, and some weather delays, Crew 9 was delayed a month, and launched with only two, to make room for the return of the Astronauts from the Boeing capsule.

The NEW crew was launched on Dragon 10, and they'll return to Earth in July (shorter than usual thanks to a delay in launch). Suni and Butch returned on Dragon 9 (on orbit since Sept) with Nick and Alex... as planned.
