I have written 12 nano plague strains, each sector is infected by one or two strains. When the System Sphere is too low in resources to combat the plague it can sometimes deputizes humans as temporary system agents.
There is a difficult balance between the Plague and the System.

But symbionts can influence the plague Hivemind and keep it away from human settlements so sometimes a plague outbreak can be peacefully resolved. Sadly symbionts are very rare.
