caregivers, cleaners and food delivery persons are a huge amount of newcomers.
One stumbling block: deporting 29k people for $115M is only $4k/person.
And 29k people out of 1.5M entries (3yrs x 500k/yr, say 2018-2020), is 2%, seems a reasonable expectation for those trying to slip between the cracks.
