I think this is interesting and telling, but I also think you can find similar divides in other countries. In the U.S., you'll see some semblance of this across blue and red states.

This graphic depiction of Germany brings clear focus to why there is such a schism there between east and west. It calls to mind the legacy of America's partition.
Doubt it, most of the development happened only in West Germany because the East was under the Soviet yoke. It was always clear that it would be a challenge integrating and developing the East, perhaps they could do more, but they've done a lot in the time since reunification.
