It's the Tech Bros, like Peter Thiel & Marc Andreessen & that whole bunch who want Greenland for one of their very special corporate-like Network States. Trump calls them Freedom Cities, but those guys want bigger spaces than cities.
He's been speaking about this since before the election. If you are referring to his first term, I would suggest that it wasn't as big of a concern and/or he didn't have the political capital to pursue it.
