This all day. I mean, most soldiers will admit that there's a gray area and they do sometimes weigh off trying to defend against a mutiny charge vs "how illegal is this really", but when you're in a hearing? Being questioned by Senators? In front of God and everybody? Give the right answer.

If memory serves, for military personnel, it's anything that violates American law, international law or the UCMJ. It's a gray area because SecDef is not military, but the people who report to him are. He's also not President, so he doesn't enjoy godlike immunity.
