I've never really investigated the civilian law in the sovereign base territories, but I assumed that if you stole a cat from (eg) the Holy Monastery in Akrotiri & were picked up by the Cypriot police, you'd need to be returned to the SBT for trial.

The reporting I saw, which I think was from an MOD Press Release said 'he had been observed in the vicinity of the base on a number of occasions in recent weeks with a camera an long lens. Photograpy of the base is an offence' or some such

I've been known to stand near Brize Norton with a camera with a long lens and hope to do so again. Public road, and I imagine that someone official knew we were there.

I'd be careful Chris! In all seriousness, I don't think they mind generally, but if they suspect a repeated or maybe infrequent pattern of photography of, let's say 'interesting plane movements' one might be in some difficulty
