Will AI use this to put Ignore orders on Monitors, thereby limiting their effectiveness as gnats that are impossible to kill but are practically harmless?

You could have the AI check for "threatening" weapons before throwing down the ignore order; so a monitor with pure pd would get ignored as long as you have larger ships. Nothing wrong with forcing players to arm their monitors with real weapons.
That's a possibility, yeah! I'd like to keep the AI more general-purpose than having hardcoded stuff for just one ship, though, and as soon as you do that, there are going to be types of threats it misses. Might even be with just Monitor-specific "what is threatening, actually" code!
