They totally would do it without US approval but they would find it difficult to keep their ammunition at healthy levels without the US.
They could find alternative solutions but that would of course take time and $$.
They’ve been wanting to do it for over a decade and we’ve repeatedly told them we won’t allow it … so now we know they had permission
We also know Rubio is a consummate liar
