The pay to publish model is not new. Hundreds of journals constantly solicit authors to publish in their journals; peer review is limited; pressure to publish for tenure fuels this trend.

Make so many recommendations to improve the manuscript that it renders it untenable or completely unlike the original version.

The peer review of Bhattacharya/Kuldorff's vaccine article is a terrifically fun read. The reviewer goes on and on about their many points of error....but then is forced to thank them for the contribution.
