Baxter is in hell due to a sort of malpractice incident. One of his experiments went awry leading to the death of a test subject. Following a nasty coverup, he fled the country on the Titanic, where he perished in the sinking
Since time passes differently in hell, we don’t know exactly what year Hazbin Hotel takes place. We know that smartphones and flatscreens exist so it has to at least be in the 2010s since the pilot was aired in 2019, and the story takes place after the turn of a new year, I recon 2020
