Mike Mulvihill was the lead on 2nd Edition and did the system design for Shadowrun Returns, so I imagine it's accurate.

They still have a lower possible max intelligence score than any other race. Thats why theres a disconnect from the game textually saying “Trolls arent less intelligent” but then mechanically making them less intelligent

Not arguing about story-and-mechanics differences, you're right there with earlier systems. Maybe even 4E+, too. But we're trying at least.
