Intelligence could be born and die out, in the time it takes for the light of their system to reach us.There probably has been/ will be other Intelligent beings out there, but we'll never cross paths.

We arrived here from somewhere with favourable conditions and numerous mutations and eventually settled on this early planet and thrived. So if we are here, there must have been even the simplest of life on another planet. Hoyle's theory of Panspermia is the current best theory.
