In the first article, Joost Pauwelyn & I summarise the shortfalls of the traditional silo/subsidiarity approach to dealing with negative effects of trade liberalisation (some 'negative effects' might be inevitable...) and lay out the details of the conceptual framework of package treaties.

They study the evolution of coverage and methodology of US & EU IAs 1990-2023 - first database of its kind!

In the fourth article, @timlmeyer.bsky.social points out that non-economic, extraterritorial effects also qualify as negative effects of trade liberalisation. Policies addressing these – so-called second generation flanking – are more trade distorting and consumption-oriented than earlier policies.
