i should be more specific. i don't know wtf elon is even saying in the og tweet, and i don't know how the other guy figured elon's ramblings mean he doesn't know sql. and i would like to understand.

The DB isn’t keyed on SSN so it’s not necessarily unique values for whatever table he claims to be looking at. That or they have some kind of distributed system with the DBs not being guaranteed synced to increase performance and there’s ways to determine duplication.
