What would be the impact of Conservative proposal to increase time it takes to qualify for permanent status/ILR? Some thoughts
TLDR: main impact is to generate a lot more revenue from migrants. The trade-off = increased barriers to integration due to higher costs & less secure status

➤Unlikely to have a major impact on immigration or emigration
Most migrants who leave the UK already do so within five years, and there’s some evidence that changing ILR qualifying period has little impact on migration decisions
➤This would generate significant revenue. Those who lose out are migrants, who would face a longer period of precarious status and financial costs
➤May have some impact on net migration, but not for 10 years or so
➤Depending how you calculate fiscal contribution, a household with 2 kids might need £60,000+ to qualify
Different impacts for work vs family visa holders tho:
Those who aren’t will generally be households with a non-working partner
Unclear whether people would actually leave the country though as they'd still have family here
Perhaps more likely, they'd remain on temp visas for much longer. This means more fees
