For a responsible news outlet, I think it shouldn't be that difficult to write-"After the recent Pahalgam attacks, India retaliated against terrorists in/attacked Pakistan.."
Headline-only readers don't read Reuters.
Reuters have provided extra context in the sub headline update thread.
They've behaved responsibly here.
By bemoaning Reuters here, you give fuel to those that look to push propaganda.
