Putin will not accept NATO aircraft flying over Ukraine. He expects Ukraine to be de-militarised.
In any case does Russia intend to hold onto Crimea and the Donbas. Both Donetsk and Donbas have been declared independent republics. Ukraine wants it all back.

If Ukraine wants air cover and other countries are prepared to provide it as is now with arms that is their choice.
As the interviewer asked Col., what if Russia downed aircraft from Skyshield ? He replied they would respond. What go into Russian airspace.
This has been an issue from the beginning of the war. Russia has air-defence systems. Ukraine pretty much has none.
Nothing proposed would breach existing rules of engagement, they would be operating at least 250 miles back from the front line.
