Finally figured out how to play Fallout 2 and it’s kicking my ass, but now I want to figure out how to make an rpg game like this so bad. How do I find game people to help make this happen?

Thank you! I’ll have to really do my homework on that too, and make sure I find a way to afford to assemble a team for it which sounds like a fun new challenge
From the art you post, I don't see anything technical or anything that could be considered a game asset unless your game uses flat illustrations for dialogue or something like that... you know, PS1 era dialogue systems and visual novels in general. You may want to consider making a visual novel.
I have some experience with RPG development as well as over a decade of indie Unity consultant experience. There are a lot of frameworks for Unity for RPGs, but if you want to go the isometric visual style and target low end hardware, you may want to look at other game engines which are already iso.
It is a very long & slow process. It is possible though, but it take dedication, skill & teamwork. The best option is always to start with the smallest possible project you can possibly think of that teaches you a small portion of the needed skills. Then another, then another. Iterative development.
This is important because it gives you victories along the long and arduous path, and it gives you feedback. This helps you find what you want that dream project to actually be.
