There's no code that needs to be cracked. There are experts and long-serving people in all these roles that can explain why and how things work. If the Speaker of the House does not understand the very government that he is supposed to oversee, then he should not be speaker and in unqualified.

Like how you can be an actual historian with an expertise in the field and know that "IQ" emerged as a sub-field of eugenics pseudoscience. Eugenicists tried to find "scientific" explanations for racism and created whole fields of anthropometrics. We still live with those legacies.
