History repeats itself. In 1973, at the beginning of Nixon's second term, he tried to illegally shut down the Office of Economic Opportunity which had been created by Congress in 1964. Nixon's attempt to impound appropriated funds for OEO was ruled unconstitutional by a US District Judge.
