Inexplicably cruel and dangerous. State's programs have done critical work supporting civil society and democratic practices where the US doesn't have missions and formal diplomatic ties, or where relations with auth govts are intense like Russia, China, Iran, North Korea, & Venezuela.

I suspect USAID is first because it's "foreign aid" and fewer Americans will object. But once the precedent is established, expect unilateral dismantling of domestic institutions too
