I worked for a company a few years back who would circumvent tariffs by undervaluing the parts made in China, then they would "assemble" these parts in Mexico. When they imported the products into the US, it was at the lower US/MX rate. But they didn't actually bring jobs to the US.

JUST AN FYI ON TARIFFS The tariff is charged on the wholesale price, not the retail price. I'm not saying that's good or anything, but the defenders of these policies are going to look for any opportunity to claim that you're overstating the impact and that your entire argument is invalid.
