Having received several of these emails, I can’t remember a single one indicating that response was voluntary. So OPM is in violation of its own guidance here.

This is a lesson in the value of litigation (which @chrisgeidner.bsky.social laid out). One of the FIRST lawsuits filed against OPM (by @nationalsecuritylaw.org) argued that OPM had not done the proper Privacy Impact Asssessment. So they did this. Now it'll fuck up the exploitation of this email.
