I grew up in Seoul, Korea... under military rule... as an expat, we were supposed to carry our residence permit with us at all times... but NEVER ONCE did I need to show it to anyone. Now, it seems that if you don't "look right" you need to carry the proper ID with you everywhere. Ah, USA...
