Fund transit adequately and predictably so agencies can build up in-house capacity, rather than having to outsource critical work to consultants (a practice which numerous studies show actually increases overall project costs!!)

I say this as someone who had chickens for years: they are dirty & need space. It is hard and expensive to keep rats away from the food and wild birds out of the run. If you get chicks tomorrow, you won't get eggs til August; then they'll stop in November until next March.

Worth reading in full regarding the consequences of recent actions of the new administration for the coming wildfire season. Wildfire season does not wait for politics or litigation to play itself out. Nature doesn't care. We need to be ready.
