The covid app was always a rort. It was proposed that it would detect contacts within 1.5 metres. Ie a 2.25sq m area. But Bluetooth typically will have a range of 6m. 36 sq m area. That's 18 times more contacts. 18 times more of contact calls. They couldn't manage the workload before the app.
