Although to the authors, "world" appears to mean just Europe. There are more potential allies for Canada around the world than European ones. This seems to be a blind spot in Canadian foreign policy as well.

We still have a government, including after Parliament dissolves! There is never not a Prime Minister. Justin Trudeau is still PM right now. We always have a government in Canada, and even a 'caretaker' gov't (post-Parliament dissolving) can act in our interests on a pressing matter.
