You make it ineffective so that you can privatize it to the financial benefit of oligarchy. You can pay tax dollars for them to run things but with increased costs because they need to make a profit. Then, they can charge you for the use of it, ie, parks.

Two things: 1) Chaos is intended to distract from the critical things. 2) Market fluctuation benefits people who can. buy when it goes down (tariffs announced) and sell when it goes up (tariffs postponed) - especially if you happen to be on the "inside" and know when that is going to happen.
