I am suspicious. The end of the school fiscal year is June 30. Admins are finalizing budgets now. Research revenues are WAY down across the board. And the executive branch is demanding concessions. While deans decide on which programs they can support for the next fiscal year.

The current director and HHS secretary can re-org the institutes now. And, by itself, an institute re-org means little to extramural scientists. The proposed changes in funding are, however, dramatic, but are a first proposal. Talk to your representative. They get re-elected in 19 months.
