Hm, Mexico has "jurisdiction" over the Gulf of Mexico by 49%, the US has 46% and Cuba 5%. The argument is: Since Mexico has the larger jurisdiction, the US should not be allowed to unilaterially rename the Gulf for map providers like Google. That might just work as an argument.
