I think it’s a combination of both. The tariffs didn’t yield the expected (idiotic) results and he had to back down, so he decided to take advantage of the situation to manipulate the markets.

It was done overtly today with the “pause” announcement. Today, Mango announced on TV that now is a good time to buy, then within hours, boom. He was clueing in his base at the very least.

The flat rate tariff system is nonexistent, until now. Tariffs on average were less than 3%, all depending on the import good and the country of origin. As usual, Mango’s presentation chart is a pack of lies.

Except the reasons for the income tax ARE known and were wildly popular when instituted. Tariffs disproportionately burden the the working and middle classes, barely affecting the wealthy.
