So for anyone else in Halifax/Dartmouth looking for non-US made coffee syrups (Torani = California): Konrads does sell to consumers, you just have to request an account - they have 1883 (made in France) Java Blend has a selection of the 1883 syrups Thanks everyone for the replies!
