Also basically how things worked in Yugoslavia. Int'l mediators would turn up with a proposal. Croatian or BiH govts wld (albeit reluctantly + inconsistently) accept most of it, while Serb nats wld reject it all out of hand. Mediators would come out and blame Zagreb/Sarajevo for not conceding more.
