Frankly, you could built the vast majority of it back within 10 years tops, most of it within 5. Ppl forget just how rapidly the US constructed a vast bureaucracy to fight the Civil War, WW1, and WW2, each time from a much smaller base (and before WW2 we built up a huge civilian bureaucracy from 0)
