academia likes to diss on think-tanks as quick research and so on, but I've worked in three orgs before and never experienced such normalized precarity (even with work contracts) anywhere else. Travel bookings are made by the HR... and advance payments are common / office debit cards are issued.

Note one important qualification: you have to be able to read German to engage with the sources, and best if you have good writing and oral skills in German too.
