Conservative/traditional and liberal/progressive are political lenses that we place upon the Church in inappropriate manners that align with what we want the Church to be rather than what She is. 1/2

Many of the fraternal orders (like KoC) and other orgs like Rotary still do things! If there is one big loss from the federalization or aid is that many of these groups had specialized goals and those initiatives were lost to varying degrees

It depends upon what you mean by buckles. Many of the mutual aid societies and fraternal orders stopped offering aid and assistance during/after the depression because they cited a lack of necessity after federal monies became available.
