In Trump's 1st term he allowed exemptions from tariffs. A 4 University study said, Politicians used exemptions to reward their supporters, and withheld exemptions to punish those who supported opponents, functioning as a very effective spoils system rewarding political friends and punish enemies.

How to enrich yourself & friends, by corruptly manipulating the stock market. Announce big tariffs. Watch auto stocks drop. Buy cheapened auto stocks knowing that you’ll lift tariffs soon. Lift tariffs on the companies you just bought into. Watch stock prices go up. Sell stocks at a decent profit.
