PV displaying unusual behavior this winter, repeatedly hammering US w/ extreme cold while rest of the world is experiencing relatively warm weather. PV keeps shifting from strong to weak, initially retaining Arctic air and then releasing it to mid-latitudes. Reinforced by blocking H over Alaska.
