Witkoff was actually meeting with Putin during the Signal group chat. On the chat, Ratcliffe named an active CIA intelligence officer at 5:24 pm EST, which was just after midnight in Russia. Former Putin advisor Markov said in a Telegram post that Witkoff and Putin met in the Kremlin until 1:30 am.
