Can someone explain the next step on the Qatari jet bribe? Isn't Congress going to have to authorize and appropriate funds to add ECM, inflight refueling, NC3 equipment, etc.? I'm having trouble seeing how this thing becomes AF1-capable beyond just changing the paint.
