We don’t know the proposals yet (Come on! Where’s the Bill?), so it’s impossible to be sure. But it does seem unlikely that we would get the whole £160bn from refunds. The real problem, however, is the idea (Where did that come from?) that gilts were the best place to invest DB pension funds.
