For those who don’t know the reference: When Cox was a BPD officer, several other officers mistook him for the perp they were chasing and beat the living crap out of him before realizing their mistake, leaving him, and never reporting the incident.

The thing about BPD’s commissioner is he knows a little about how an innocent person of color can get caught up by overzealous law enforcement. If Homan thinks he’s gonna out-tough Michael Cox I assure you that ain’t happening.
