Oh, this is fucking cynical as anything, but there is precedent - the UK only stopped paying war debts to the US and Canada in 2006.
Mind you, that was cash, not the exact stuff that Musk wants but China is refusing to sell at a low enough price or in the volumes needed.

How far down the rabbit-hole did you end up going? I've been raiding the stacks at my work (The Mitchell library in Glasgow) and have read as many of her books as I can winkle out. Still no Flat Earth titles, but The Forests of the Night is a brilliant short story collection.
