I'm thinking that the simplest "solution" to the Fermi Paradox is just that we shouldn't expect to see alien civilization yet. We can only just detect relatively nearby planets. We could detect further away aliens civ if they blasted high power radio everywhere, an inefficient way to communicate.

my hunch is that how it works is at some young age you basically decide how smart to be, then get your ass into gear to cash the cheques that your mouth writes. by the time you are an adult you have a whole bag of clever tricks and patterns you can notice
