If the government swapped IHT on family farms for an enhanced CGT (with appropriate reliefs), paired with restrictions on overseas land ownership, would solve multiple issues. Land wouldn't be seen as a hedge against tax, value would reduce and cash poor farmers wouldn't have to pay until disposal
