A Trade Deficit just means that we buy more from another country than they do from us. Some countries have access to more and cheaper resources to make certain things so we benefit by buying cheaper there. Adding tariffs to things we buy just makes them more expensive.

I try to stay in the loop on laws and the 3 branches of gov - but can someone explain how a president has power to impose tariffs without congressional approval?
