Zenith Energy’s Portland facility is essentially a city sponsored oil transloading terminal. Since 2022, city officials rolled out the red carpet with astonishingly low levels of scrutiny for Zenith’s plans. The facility is planning a huge expansion & city officials are just pretending it’s not.
